This session explores how construction organizations can bridge the skilled labor gap by adopting diagnostic measurement. Participants will learn how to shift from binary pass/fail outcomes to precise skill profiling, generating actionable training prescriptions that bypass unnecessary development. We will demonstrate how NCCER’s robust diagnostic model is seamlessly delivered via an open-source testing platform, transforming granular data into targeted learning paths. This robust foundation also prepares ecosystems for future multi-stage adaptive testing (MSAT). Ultimately, this session illustrates that a measurement model's power lies in its engine, showing how the combination of modern psychometric design and open architecture unlocks true value for the construction industry.
