Testing programs produce more than scores. At their best, they generate evidence that guides instruction, supports learners and strengthens decisions. Yet too often, results are treated as endpoints rather than catalysts for action. This presentation argues that effective test design begins with reports: what stakeholders need to do, what evidence is required and what decisions must be supported. Designing backward from reporting goals aligns assessments with meaningful outcomes. Through case studies, we show how reports can deliver actionable insight: identifying strengths and needs, linking to standards and providing clear next steps. Grounded in the principle that assessments should be instructive, not punitive, we also explore how emerging technologies, including generative AI, can deliver trusted, evidence-based guidance. Participants will gain a practical framework to design reports as the foundation of assessment, closing the loop between standards, instruction and action.
