Kimberly A. Swygert, Ph.D., is the Director of Test Development Innovations at NBME, where she brings 25+ years of expertise in psychometrics and health professions education to her role in overseeing test construction, multimedia management, and innovative item and application development. Throughout her career, Dr. Swygert has contributed to key domains of assessment research including performance assessment design and scoring, innovative use of technology in test development, and test security. Her scholarly publications include a chapter in the Handbook of Test Development on performance assessments, segments of the ATP-ITC Guidelines for Technology-Based Assessment, and NBME’s definitive guide to item writing. More recently, Dr. Swygert has focused on applied research on the application of natural language processing and machine learning to optimize item bank management and bolster test security; the progression of large-scale item generation from AIG to generative AI; and on the legal, ethical, and risk implications of integrating AI technologies into assessment systems. A long-standing leader in the Certification/Licensure practice area of ATP, Dr. Swygert is the past chair of the Health Sector SIG and the incoming Chair of the Technology-Based Assessment Committee, and in 2025 she was re-elected to ATP's Board of Directors. She co-chairs the TBA AI Subcommittee, which has produced several key publications on the responsible use of generative AI in test development. Her work has been featured in numerous webinars hosted by NBME, ATP, and other professional organizations. Dr. Swygert earned her Ph.D. in Quantitative Psychology from UNC-Chapel Hill and is a Fellow of the Philadelphia College of Physicians in acknowledgment of contributions to medical education.
