Joe Betts, PhD, Ed.S., MMIS, has been involved with psychometrics, test development, and R&D for over 20 years. Currently, he is the Director of Measurement and Testing in the Exams Department at the National Council of State Boards of Nursing (NCSBN). He’s had diverse experiences in test development ranging from professional examinations for licensure/certification, educational assessment for pre-K through high school, to clinical and cognitive assessments. He’s published numerous professional manuscripts and over 150 professional presentations across the fields of education, psychology, statistics, psychometrics, and test development. He has also served as an associate editor and multiple editorial boards for professional journals along with serving as a member on various committees for the Institute for Credentialing Excellence (ICE) and the Council on Licensure, Enforcement and Regulation (CLEAR).
