Dr. Khalifa Alshaya is an educator at heart working at the intersection of assessment, regulation, and professional standards.

A former K–12 teacher and higher education instructor turned regulatory leader, Khalifa now serves as Education Standards Manager at the Registered Insurance Brokers of Ontario (RIBO), where he oversees licensing exams, competency frameworks, and continuing education standards for insurance brokers across the province. His work focuses on building defensible, modern assessment systems that align real-world competencies with valid measurement practices.

Khalifa holds a Ph.D. in Teaching and Learning and brings experience spanning public education, higher education, private-sector instructional design, and regulatory certification. He is particularly interested in exam integrity, governance, and the responsible integration of emerging technologies into high-stakes assessment systems.
