Kabira is a leadership development expert and project manager with extensive experience designing and implementing large-scale talent assessment programs. She is currently assessment expert in Yüksəliş (Yukselish) National Talent Identification and Development Platform in Azerbaijan—an initiative under the President’s administration that fosters meritocracy and public sector innovation.

Kabira specializes in developing competency-based assessment tools, especially simulation cases, emotional intelligence training and coaching. With a background in both public administration and human capital development, she bridges the gap between policy and practice to create inclusive and future-ready leadership pipelines. She is passionate about building fair, scalable, and digitally enhanced systems that unlock human potential across all sectors.
