Michael Clifton is a lawyer and an experienced test operations / test security practitioner. During his seventeen years at ACT, he led critical assessment functions, including test administration, test accommodations eligibility, test security, and legal. His experience includes overseeing test security risk assessments, directing international legal and investigation teams in connection with testing misconduct, and overseeing the legal defense of test security decisions. After departing from ACT in 2023 as its Vice President of Legal and Test Security, and General Counsel, Michael joined Cornerstone Strategies and serves as an advisor to a variety of assessment and credentialing programs. Michael is the current Vice Chair of the ATP Workforce Credentialing Division. He earned his J.D. with Distinction from the University of Iowa College of Law. He is licensed to practice law and conduct private investigations and is a Certified Information Privacy Professional (CIPP/US).
